The Promotion of Gender Equality and Women's All-round Development Included in the Decision of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China

On October 31, 2019, the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China (CPC) approved the decision on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance. The decision stressed the adherence to and improvement of the institutional mechanism of promoting gender equality and women's all-round development.  

 

11 Women Awarded National Medals and National Honorary Titles Ahead of 70th Anniversary of Founding of New China

On September 17, 2019, Chinese President Xi Jinping signed a presidential decree to award 42 Chinese and foreign individuals with national medals and honorary titles, of whom 11 were women. Shen Jilan, the only person to serve 13 terms as a deputy to the National People's Congress (NPC) and deputy secretary of Xigou Village's General Party Branch, and Nobel Prize winner Tu Youyou who led the discovery of malaria drug artemisinin were awarded the Medal of the Republic. Yu Yi, honorary president of Shanghai Yangpu High School, received the national honorary title of "The People's Educator." Qin Yi and Guo Lanying were awarded the national honorary title of "The People's Artists." Burumahan Maoleduo, a border keeper in Jigen Town in Northwest China's Xinjiang Uygur Autonomous Region, and Duguima, a herdswoman in Ulanqab, in North China's Inner Mongolia Autonomous Region, were awarded the national honorary title of "The People's Role Model." Fan Jinshi, Honorary Director of the Dunhuang Academy, was awarded national honorary title of "The Outstanding Contributor to the Cultural Heritage Preservation." Thai Princess Maha Chakri Sirindhorn, Russia's Galina Kulikova and Canada's Isabel Crook were awarded the Friendship Medal.

 

China Publishes White Paper on Progress of Women's Cause in 70 Years

On September 19, 2019, the State Council Information Office released the white paper titled "Equality, Development and Sharing: Progress of Women's Cause in 70 Years Since New China's Founding." Based on a large amount of facts and data, the white paper publicized China's idea and practice of implementing the basic national policy of gender equality from nine aspects: "Women's Cause Remains High Priority and Is Actively Promoted in China," "The Legal System for Protection of Women Rights Constantly Improved," "Women's Role in Economic and Social Development Becoming Increasingly Prominent," "Women's Political Status Has Grown Significantly," "Women's Education Level Has Risen Significantly," "Women's Health Condition Has Improved Dramatically," "Social Security for Women Continues to Improve," "Women Play Unique Role in Cultivation of Family Virtues," "Women Taking Part in Extensive International Exchanges and Cooperation Activities." It comprehensively showcased the achievements of women's cause since the founding of the People's Republic of China.  

No.1 Document Released by the CPC Central Committee and the State Council Stresses Rights of 'Out-Married Women' for First Time

On February 19, 2019, the No.1 document released by the CPC Central Committee and the State Council stipulated that during the process of further promoting the reform of the rural collective property rights system, rural collective economic organizations should be guided to verify the identities of the parties involved and protect the legal rights of "out-married women" (who married the men in other villages) and other groups. It is the first time to define the protection of the rights and interests of "out-married women" in the document about agriculture released by the CPC Central Committee and the State Council.

 

Chinese Women's Volleyball Team Wins Women's World Cup

On September 29, 2019, the Chinese women's volleyball team defeated Argentina to win a resounding triumph at the FIVB Women's Volleyball World Cup in Japan. On the occasion of the 70th anniversary of the founding of the People's Republic of China, the Chinese women's volleyball team won all 11 of their matches on the way to victory and capture China's fifth World Cup gold medal. The team has won a great honor for the country and the Chinese people, which is the most precious gift for the 70th birthday of New China.

Departments and Organizations Release Document to Promote Women's Employment

In February 2019, nine departments and organizations, including the Ministry of Human Resources and Social Security, the Ministry of Education (MOE) and the All-China Women's Federation (ACWF), released a document to further standardize the recruitment to promote the employment of women. The document prohibits gender discrimination in recruitment.

Employers and human-resource service organizations should not limit gender or give priority to certain gender in the recruitment plan, ads and the whole recruitment process. Restriction or rejection of women because of their gender is not allowed. Information about a woman's marital status is not allowed to ask and pregnancy test is prohibited in the physical examination for getting a job. The limitation of women's births should not be a condition for being employed and the recruitment standard should not be increased for women.

New Edition of National Family Education Guidance Outline Released

On May 15, 2019, nine departments and organizations, including the ACWF and the MOE, released the notice on printing the revised edition of the national family education guidance outline. The new edition includes five sections, newly adds eight core ideas and further clarifies the key points of 52 articles in the outline. The key revisions include improving the principles for family education guidance, newly adding the core ideas about family education, and revising and adjusting the key points of family education guidance according to the different age groups of the children. The former National Family Education Guidance Outline was released in February 2010.

Multi-Departments Cooperate to Prevent and Punish Sexual Assault of Minors

In 2019, the NPC Standing Committee put forward suggestions on preventing and punishing crimes of sexual assault of minors in the process of legal deliberation of China's draft civil code and the Law of the People's Republic of China on the Protection of Minors. The Supreme People's Court, the Supreme People's Procuratorate, the MOE, the ACWF and some provincial governments also issued relevant documents or local laws and regulations to jointly enhance punishment of sexual assault against minors and set up prevention mechanisms.

Shanghai Carries out 'Employment Restrictions' on Persons Involved in Crimes of Sexual Assault

On May 29, 2019, Shanghai issued the opinion on setting up employment restrictions on persons involved in crimes of sexual assault, enhancing the recruitment and management of employees whose work are closely related to the minors in order to prevent crimes of sexual assault against the minors. The targets of management and supervision defined in the document include enterprises, public institutions and social organizations that have responsibility for the guardianship, education, training, aiding, nursing and healthcare of the minors. If the job hunters committed crimes of rape and child molestation and were given criminal sanctions, or the job hunters committed illegal acts of indecency, seduction and introduction of prostitution and were given administrative punishment, they will not be recruited. It is China's first provincial-level opinion on restricting employees involving crimes of sexual assault.

Guangdong Approves First Local Regulation on Promoting Breastfeeding in China

On October 29, 2019, the Standing Committee of Guangzhou People's Congress adopted the Regulation on Promotion of Breastfeeding in Guangzhou. The regulation is the first local regulation on promoting breastfeeding in China, which will be enforced on March 1, 2020.
